P4 RC at least is turning Air 2 on, Inspire RC can not even do that...

I have an Inspire RC and the USB does NOT power/wake up the Air 2 pad. On the other hand, the P4 RC does wake up the pad and it powers the pad also. Is the Inspire RC supposed to power out the pad or not?
