I'm getting a "Communication Failure" message when attempting to charge a set of never used TB50...

I'm getting a "Communication Failure" message when attempting to charge a set of never used TB50 batteries after sitting ideal for approximately 14 months on the shelf. Can they be repaired, or am I out of luck?
