As far as the Dutch federation for auto sports KNAF concerns, from now on, amateur drones are banned completely for rally and race events. The many amateur drones flying around the tracks are getting a real PITA for them and are a threat to safety. Autosport is like aviation in that respect, it's a lot about risk management.
They decided that only drones piloted by RPA-L licensed pilots (full pilots license), with adequate insurance and permission from the event organisation and track/land owner, are permitted to fly near any track.
This is in Dutch I'm afraid. But Google translate gives you an idea, as well as a good laugh (Dutch is often translated to English pretty stupidly by Google).
