It's EASA. They will talk about it for years.....then change their mind and talk about it some more.
In the meantime, the CAA will remain responsible for air safety in the UK.
Don't forget, once several European member states representative's get in the same room the only thing they will agree on is whether to open another bottle of port after dinner (and they might need an outside consulting team and a year and a half to do that)!
