You know just like at the Driving range when the cart is out there picking up balls, the guys lighting the fireworks were probably aiming at him, trying to hit him, laughing the whole time.
Most cases, yes, but the only people here he would really be flying directly over are the pyrotechnicians as they shoot these off a big cement break wall that goes out into Lake Michigan in Sheboygan.

Haha yes...lol. Wouldn't be the first drone to go swimming in Lake Michigan. I sent a custom built rig for a 10 month swim in Lake Michigan about 5 years ago. Splashed in on New Years Eve and was returned to my doorstep the following October when it was found washed up on a beach 10 miles south after it spent a brutal Wisconsin winter at the bottom of Lake Michigan. Will never forget that one...
