Did it take very long to get Dutch Aviation approval for flying over a built up area and vessels not under your control?

That's good then. I thought the DCGA were extremely strict (and slow) at granting permissions.
Did you have to submit an OSC? How did you overcome the safety issue of overflight only using a four rotor machine?
I would imagine (knowing the Dutch civil service) it was quite involved.

Do you mean Instructor Led Training?
What has that got to do with stand off distance permissions and obtaining clearance for congested area flights or flights over vessels you do not have control of?

Nope, ILT stands for Inspectie Leefmilieu en Transport. Those guys regulate airspace
