The more 'RTF Out the Box' that are released the more of this type of incident you're going to see. Making them harder and more technical to build might put a few more of the uneductaed people of using them.

The legislation won't change much for hobbyists. It is just like anything else. Anyone can use things improperly, that does not warrant banning or limiting use. If that was the case you wouldn't be able to buy laser pointers anymore either.
