Staggering footage HELP

I have 3840 x 2160 footage.

When I import into Final Cut Pro 7 it staggers on the timeline.

I then encoded the footage with Apple pro Res using same 3840 x 2160 size.

This still staggered on the timeline.

Is it because FCP 7 is not set up for 4K resolution size?

When I reduce the size to HD 1920 x 1080 a strobing /staggering lines start to appear on footage such as building windows ?

This must be the data crushed so much it starts to flicker ?

Should I offline edit in HD and then when that is finished do a 4K duplicate and export that?

My interest is when I'm ready to deliver the final edit, what codec will give best quality without the strobing on whites and lines.

I would guess that FCP7 will not handle 4k. Just convert the footage using Quicktime Pro to 1920p and it will be fine.
You could also use Mpeg Streamclip too.
 
Also, what hardware do you have? Machines older than a couple of years won't handle full speed 4K playback, much less editing.
