In Canada I understand you need a SFOC to fly UAVs commercially. Do you have to have a manned aircraft pilot certificate to get the SFOC, like the US 333 process?

No.

You can also fly under an exemption instead of a SFOC, but the conditions are more limiting. Try Google...it's all there.
