Properly done you could drop one of a good ways offshore and have it swim slowly until close then fly over the target. I'm guessing the SEAL's have something like this already or are looking at them.
It would very likely be a one shot deal with the drone being sacrificed when the battery runs out. But, if flying a Preditor or manned aircraft costs more than the cost of the drone...
