While downloading the manuals for the inspire 1 I ran across this file, could someone tell me what it is for? "Inspire 1/ Phantom 3/ X5 LOG mode Transcoding Tool". Do I need this file?

Only if you want to use it or have a use for it.
It transcodes the h264 footage in either wrapper (.mov or mpeg4) into Apple ProRes.
