They are - and it wouldn't matter in any case since the bump in KV rating on the 3510H's is so negligible the pwm drive and current draw would be almost identical

That's what I expected, but I preferred to make sure.
I can now put the subsidiary question:
Are you sure that the ESC are the same ? In that case, why are the motors sold with the ESC by DJI ?
On the other hand, the 3510H are 20% more powerful so it needs an ESC with pore 'power' (ie current) too. I'm sceptical that original ESC's for v1 have enough margin to absorb the power difference (and keep a sufficient margin with those new motors)
