Am I reading that the FAA wants to make sure local law does not superceed their ruling? and local authorities can only interfere if some idiots chooses to add weaponry, fly stupidly or do voyerism? I didn't read the document in detail.

Every tom I read something from the FAA it makes me sick. There are enough tort laws on the books to arrest anyone for stupid and illegal behavior
