Doesn't matter - let's blame it on drones anyway.
They are the reason (according to the press) for everything evil in the world so might as well blame this on a drone pilot as well.

I think it still was a drone that caused the issues. With the restrictions in software, this guy put down his controller and got into this paraglider.

This is just another case on how the geo restrictions worked.

Most likely a 107 pilot bypassed the NFZ by using NLD firmware
