Operator of Drone That Crashed at White House Won't Face Charges

I'm really not sure I buy this story, and that this wasn't an intentional incident. "A forensic analysis of the drone determined that it was not operating under the direction of its controller when it crashed at the White House." How, exactly, did they determine that with the Phantom 1? AFAIK, it does not record its telemetry or controller inputs, like the I1 does.

I've never had someone else's drone crash land on my yard. I'm really skeptical that this one just coincidentally drifted away and crashed on the White House lawn...
