Battery TB48 working, but wont charge.

I have first problem with my inspire (battery) ...
I have two batteries TB48 ... First battery i normal charge and working ... Second battery working, but now if i want her charge, only 8 times blink (LED light green) and turn off ... I upload video with this problem, check, and i thanks for all helps !!! ...
