But concerned that the pilot may not have been flying within the restrictions laid down from the CAA?

Yes I thought so as well, flying in rain, over highways & buildings not under the pilots control.
But more importantly the distance between the UAV and pilot.

Not good for us ;(

Found a very similar one to the one above commissioned by a local Council here in N. Ireland. Public money being spent on illegal flying activity. I have emailed the Council and the Civil engineering contractor involved politely explaining the illegal nature of the video. We'll see what happens.
