Imagine the damage a drone with an explosive could do with a gathering of 20,000 people.
No big deal as you can get a waiver from DJI if you take responsibility, but 2 miles seems a bit extreme. The process for the waver was a no brainer and pretty fast, surprisingly, I guess since it's not like within an airport airspace.
