I am using a pre-owned dell Inspiron 15, When I am scrolling any content on my screen it's going very firstly and I don't get every page smoothly. Is it my Mouse DPI setting problem or wheel problem or pc problem? Please give some suggestions on what can I do now?

The Windows players are super crappy. Use the K-Lite codec pack. Download the Megapack from one of the 3 servers and install using non-custom settings (I forget what it's called). This should allow any 4K video to play smoothly on even the most marginal machine.
