The pilot program consists of three parts, Kratsios said. State, local, and tribal governments will propose and evaluate new models for integrating commercial drones into their communities, with the help of the Department of Transportation, FAA, and White House Science and Technology Office. Those proposals could include operating drones in ways currently restricted by current regulations, including flying beyond visual line of sight, nighttime flight, and flights over people.
 
What part of the proposed changes incites anarchy?

Kratsios said, "in order to maintain American leadership in this emerging industry here at home, our country needs a regulatory framework that encourages innovation while ensuring airspace safety."
 
So the new rule is toss out all the old rules and let each state and county or tribal create their own by laws.

I would definitely agree if that were to happen it would be a free for all. However, after reading several different analysis I gather that the idea is run a "pilot" program with the input from said local governing bodies other than the FAA to establish a pilot program that will not over-regulate the industry based on privacy and security concerns alone.
The idea of patchwork regulation would kill the industry and probably force to people to just start flying dirty.
