I brought this problem up before and I thought I solved it, but I didn't. The problem came back.

Evert time I start the DJI pilot app and choose Camera, I get the message USB debugging is disabled. Please enable it first.
To solve it, I finally reset my brand new Nexus 9 (approved by DJI) tot Factory settings, removing all apps and data from my device. Then I reinstalled the DJI pilot app.

It didn't solve the problem. I also changed cables. Didn't help either.

Any help, suggestions or tips are welcome.
Thanks

The message could be referring to enabling USB debugging in your Nexus and not in the App,
I don't use a Nexus so cannot offer any further advice at the moment.

Maybe this?

Thanks guys! I don't get the message as soon as I start the Camera mode in the app anymore. Seems this solved the problem. Still I find it particular that I have to perform this action on a factory set Nexus 9. But thanks a lot for the help.
Tomorrow I will be able tot test when connected to the Inspire.
