Second controller not moving gimbal

I have a I1 Pro with 2 controllers. I have not used the second controller in months and was annoyed to find it does not work properly now. It connects (blue led), displays video on the iPad, the on screen controls work as well as the dials for shutter speed and iso but the sticks do nothing/do not move the camera. Any ideas?

I am running 1.9.1.30 I checked settings as best I could, disconnected and reconnected as well as power-cycling everything many times. I also swapped the controllers (turned the master off, made the slave a master then connected the original master as a slave) and the problem followed the slave function not the physical controller (both controllers work as expected when in master mode).

You have to request camera control from the slave
