water recovery system

I have been looking around at water recovery systems,

Someone on here introduced me to the Getterback system, which seems nice, I then looked on youtube and a clever guy has come up with the idea of having a bouy float to the surface with a GPS tracker in it....

Would there be any interest for a system that used a rf v16 tracker that floats to the surface and turns on only on contact with water? Maybe a small strobe ontop of the bouy to aid in locating it, just a flashing white or Yellow LED...?

It seems that I could feasibly do this if anyone cared for the idea...

Interesting idea. Reminds me of the beginning of Hunt for Red October.
