Horizon issues not much they can do. It will stabilise in a few seconds. When people shoot running shots with quickish yaw it doesn't allow time to level. With shots like a moving train less opportunity to plan linking shots and multi takes. Think the guy did okay. Would like to have seen a little more detail in the shadows during the sunset shots. Was this with the X4S?

The jutter during the movement/panning is really bad to me? Was this recorded at 60fps but then rendered at 30 fps?

No, it was shot at 30.
